Elected Officials Training: The Election is Over—Now What?

Whether you are newly elected or returning for another term, the Metropolitan Township Association invites you to a comprehensive Elected Officials Training on Saturday, June 21, 2025, from 9:00 a.m. to 12:00 p.m. Registration opens with a light breakfast at 8:30 a.m. This training is also being offered in a virtual format (register online and select the virtual ticket option).

Township government is one of Illinois’ oldest forms of public service—and today’s officials must navigate a modern landscape shaped by legal complexity, financial oversight, and public accountability. This seminar, led by township attorneys Michael A. Airdo and Mark J. Kimzey of Airdo Werwas, LLC, offers practical, real-world guidance on the powers, responsibilities, and risks that define township leadership. It begins with a clear overview of township authority under Illinois law, including the impact of Dillon’s Rule and key statutory limitations. From there, the focus turns to financial governance, with a deep dive into budgeting, tax levies, PTELL, and strategies for managing surplus funds and lawful expenditures.

Building on that foundation, participants will explore open government requirements under the Open Meetings Act, FOIA, and the Local Records Act—including how to manage electronic records, remote meetings, and First Amendment audits in today’s digital environment. The seminar will also cover best practices for service delivery, nonprofit contracting, and expanding township initiatives through foundations. Finally, officials will examine key statutory tools under the Public Aid Code and Community Mental Health Act, and walk through real-world examples of common legal and pitfalls. Attendees will leave with proven frameworks, practical strategies, and the confidence to lead effectively and serve their communities with credibility and purpose.
